RECREATION CENTER highlights
Having a Party?
Rent the Recreation Center
The Master Board is pleased to announce that the Newtown Grant
Recreation Center will be available for rent during a Trial Period
starting January 1st through March 30, 2010. Reservations
will be taken on a first-come-first-serve basis, and require application,
approval by the Board, and a $50 non-refundable deposit to
hold the date. Homeowners in good standing are encouraged to
complete an application at the Recreation Center, indicating
the details and the room desired to rent. The Community Room,
Large and Small Upstairs Meeting Rooms can be reserved
for private use during the normal operating hours of the Recreation
Center. Rental fees vary according to the room desired. Guidelines,
fees, application forms and contracts will be made available on
the Newtown Grant web site (www.newtowngrant.org) or you may call the Recreation Center
at 215-968-3789. The success of the Trial Period will be evaluated
by the Board each month, with the terms and conditions subject
to change.

LETTER TO RESIDENTS Along North Drive
Please be advised that snow/ice removal from the sidewalks that are adjacent and/or
abut property along North Drive are the responsibility of each homeowner/tenant
to clear of all ice/snow/obstructions, etc.
Enclosed are the Newtown Township ordinances that pertain to these sidewalks.
The Master Homeowners Association does not perform any services along North Drive.
The Township maintains the roadway. The Master Association does not own any of the
grounds along North Drive, nor does it maintain any common space or open areas
along North Drive.
It is required by the Township and the cluster association Rules and Regulations
where you reside to remove the snow/ice from the sidewalk within 24 hours.

SNOW REMOVAL: Township Guidelines
(21, § 201)
Part 2
Removal of Snow and Ice
§201. Definitions. Words and phrases, when used in this Part 2, shall
have the meanings ascribed to them in the Vehicle Code of Pennsylvania, as
now in force, or as hereafter amended, enacted or reenacted, except in those
instances where the context clearly indicates a different meaning. The
following words, terms and phrases used in this Part 2 shall have the
meanings given herein. When not inconsistent with the context, words used in
the singular include the plural, and words in the plural include the
singular, and words used in the present tense include the future. The word
"shall" is always mandatory.
- PROPERTY OWNER - any person or persons, male or female,
corporation, partnership, association, company, individual, owner, occupant,
tenant, or any organization. Tenant shall include the occupant, lessee,
abutting the sidewalk or street.

SIDEWALK - a paved path or footwalk for public use located between
the cartway or curb line and right-of-way line of any public or Township
maintained street or highway.

STREET - any highway within the Township of Newtown, when maintained by the Township of Newtown.

TOWNSHIP OF NEWTOWN - the elected officials of the Township of
Newtown or any authorized representatives, agency or agencies of the
Township appointed by the Supervisors of the Township.

§202. Snow Removal from Sidewalks. It shall be the duty of the
property owner, not later than twenty-four (24) hours after snow has ceased
to fall, to clear or cause to be cleared a pathway in the sidewalk upon which
such property abuts. Such pathway shall not be less than thirty (30*) inches
in width and shall be thoroughly cleared to that extent of snow or ice or
other obstruction. It shall be unlawful for any property owner to allow or
permit snow or ice to lie upon or remain upon or piled or accumulated upon a
sidewalk within the Township for more than twenty-four (24) hours.

§203. Method of Snow and Ice Removal from Sidewalks and Driveways.
- Snow or ice removed from sidewalk areas or driveways shall be placed
on the person's property.
- If there shall be a sufficient amount of snow or ice and there is
no longer any place on the person's property to shovel or remove the snow,
then it may be placed along the berm or curb line, but not in the paved
street or road.
- Should the snow and ice on the sidewalk or footpath be frozen so
that it cannot be removed without injury to the pavement or damaging the base
of the footpath, the person having charge of the ice and snow removal,
shall cause the sidewalk abutting or adjacent to such premises to be strewn
and to be kept strewn with ashes, sand, or any suitable abrasive material and
shall as soon thereafter as the weather shall permit, thoroughly clean such
sidewalks.
- Fire hydrants shall not be covered.

§204. Penalties. Any person, firm or corporation who shall violate any
provision of this Part. upon conviction thereof in an action brought before
a district justice in the manner provided for the enforcement of summary
offenses under the Pennsylvania Rules of Criminal Procedure, shall be
sentenced to pay a fine of not more than one thousand dollars ($1,000.00)
plus costs and, in default of payment of said fine and costs, to a term of
imprisonment not to exceed ninety (90) days. Each day that a violation of
this Part continues or each Section of this Part which shall be found to have
been violated shall constitute a separate offense.
